Training a cat to use the litter box.

All the cats I had previously knew that they are supposed to use the litter box. But now it is hard to train Zoey even after a long time.

How can I train her to always use the litter box?

Cats are very smart, if she's act like she's interested in learning how to use her litter box, you need to find a way to reward her for doing things, probably by giving her treats.

To train a cat is very strenuous. Dogs just need one to two practices, they will be doing it with joy. I think you need to continue trying your best, one of these days, she will do it without your help.

The only difference is that cat usually prefer to do what they want to do without being forced to do it unlike dogs. Dogs usually live to please their owners but cats doesn't do that most of the time.
