Interesting and fun question! Hmm I will keep it light, politics aside... New York and Massachusetts, cause of the Yankees vs Red Sox rivalry ️

This is an imaginary question but giving just a hint answer is what I will come up with.
I think it will be California and Texas, well, I don't know much.

It's either going to be Texas against California or New York against Florida. They have different ideologies which will make them clash out easily and war would break out.
