I agree with Harvey, the safest place for a cat is indoors. If possible, please bring your cat inside and don't allow him or her out. How do you handle a cat that wakes you up early in the morning?
Cats rule the house, so if they're hungry and are demanding food, they're gonna get their food!.... Well, actually I just feed them cause I want to sleep in peace without having a choir of 3 starving screaming cats! 😱- Foxybananas

Homeless cats.
If he is so fearful, it is highly likely someone scared him or have hurt him in the past. If possible maybe put some food out for him and some water, especially when the weather or temperature outside is bad.- Foxybananas

Refusing to come out from the carton
My cats all have a hidden spot in the house that they go to whenever we have company or when the handyman stops by, we call it their "safe place". My guess is that your cat's "safe place' is that carton box.- Foxybananas

Not yet, but at the rate he is going it won't be long until he learns how to turn the door knob. Feral cat, where they dont have any interest in human contact, no. Stray cat, where there is still a chance to domesticate them, yes. Either way, if you have them near your home or job,be kind and provide food and water, these cats have a very tough life.- Foxybananas
